Neither!!

A Fire Risk Assessment is not a Pass/ Fail Report.

Your assessment looks at a plethora of risks and subsequent hazards present on the day of this visit as well as existing control measures you have in place to protect you, your staff, visitors and residents you are responsible for.

You will be given a report highlighting additional work required or findings requiring to be addressed by you to provide the mandatory life safety of those you are responsible for.

Everything highlighted is justified with reasons you need to address control measures to allow you to meet your obligations.

Now this is the clever bit: This is not prescriptive. It's not black and white. Things cost money and budgets can be limited, a decent FRA will take this, as well as a thousand other things, into account and work with you.
